Both are UL panel shop programs. The difference is where the panel's circuits are allowed to go — and specifying the wrong one stalls projects at inspection.
UL 508A covers standard industrial control panels installed in ordinary (unclassified) locations; UL 698A covers control panels that contain intrinsically safe circuit extensions into hazardous (classified) locations — think fuel handling, chemical processing, grain dust, or wastewater environments with explosive gas potential.

Ask one question: do any circuits leaving this panel enter an area classified as hazardous on the facility's classification drawings? If no — UL 508A is your standard, full stop. If yes — the panel needs intrinsically safe barriers and a 698A-programmed shop, or the field circuits need re-engineering (conduit seals, explosion-proof methods) so a 508A panel remains compliant. That engineering decision is exactly the kind of thing to settle at the design stage, before components are purchased.
Projects specify "UL panel" generically, the shop builds to 508A, and at commissioning the inspector finds a sensor loop running into a classified fuel area.
